Questions & Answers

1) Question
We would like to have the sport schedule from the 2007 Canada Winter Games.  We would like to see what went the first week vs the second week and how they may have had more than one sport in a venue.

Answer:
Please refer to the attached Master Schedule from the 2007 Canada Winter Games held in Whitehorse, Yukon.  Sport selection for the 2015 Canada Winter Games has not taken place, so the 2007 schedule should only be used as a guide for your preliminary planning purposes.

2) Question
If you have any further information about the cultural programming including opening/closing ceremonies, artists' program etc. that would be appreciated.

Answer:
Please refer to attached Master Schedule from the 2007 Canada Winter Games held in Whitehorse, Yukon.  The Master Schedule for the 2015 Canada Winter Games has not been determined, so the schedule should only be used as a guide for your preliminary planning purposes.

Please refer to the attached National Artists Program technical package for the 2009 Canada Summer Games.  The technical package for the 2015 Canada Winter Games National Artist Program has not been determined, so the 2009 package should only be used as a guide for your preliminary planning purposes.

3) Question
The host community (municipality) prepares and funds the application process and basically assumes all of financial responsibilities.  And many of the sport venues are outside of the community.  So in the past, how have the local municipalities addressed the distribution of (capital and operating) funds - considering this role of the local government?

Answer: 
Agreements with “sister cities” must be in place prior to the award of the Games.  The Canada Games Council will only sign the Hosting Agreement with one Municipality (key areas include deficit guarantee, respecting the hosting standards and providing $3 million in capital funds).  If a nearby city wants to partner with the Host Municipality, the 2 cities (or more) must come to an agreement prior to the award of the Games, and ideally early on in the bid phase, to determine who will be responsible for what.

4) Question
Please clarify the requirements for athletes' accommodation.  The total requirement indicated 3,600 athletes, so should that be interpreted as a total of 1,800 athletes attending in each of the two weeks?

Answer:
Week 1 sports depart before week 2 sports so the total accommodations requirements for athletes, coaches, managers and artists will not exceed approximately 1,800. The Bid Committee will propose a breakdown of sports by week.  That process will allow for the number of athletes each week to be reasonably balanced (1,800 per week).

5) Question
Specifically when would the host community be committed to spend their $3 million for capital?  

Answer:
There is no "commitment" to have to spend money on capital projects unless the host community proposes to do so in their bid package.  Timing of when the spending takes place will be outlined in the agreement between the funding partners.  Historically, bid cities have required capital improvements to meet Canada Games standards and timing of the spending is outlined in the Hosting Agreement. Typically, Municipal funds are spent early in the process, with the matching provincial and federal funds coming towards the “back end”.

6) Question
What is the specific date that the sport selection is made public?  How will that information be distributed/made available?

Answer: 
April 20, 2009 is the anticipated date of the sport selection announcement, followed by a 2 week appeal period.  The final list of sports, along with any potential “Host Choice” sports will be included in the Bid Procedures and Hosting Manual that will be presented to interested municipalities in June 2009 at the official launch of the bid process.

7) Question
Where can I find out more information about the 2011 CWG Bid Procedures and Hosting Standards?

Answer:
Please go to the Canada Games Council website at (http://www.canadagames.ca/content/welcome.asp) and download the Halifax 2011 Bid Book through the link to the 2011 Host Society.  

8) Question
I would like to obtain a copy of an actual funding agreement from the past Winter Games

Answer:
The 2009 Multi-Party Agreement and Hosting Agreement can be found at:

The 2011 Agreement was just signed and is not up on the Canada Games Council website yet.  It should be emphasized that each games is different and MPA negotiations will drive the final document and the potential funding amounts.

9) Question
I would like to obtain better evidence of the net financial outcomes of past Winter Games.

Answer:
Canada Games Council uses the Economic Impact Studies that are completed after each Games.

10) Question
Are there any limitations/restrictions on sponsorships?

Answer:
This isn’t a factor until the bid community actually signs the Agreement to host the Games.

11) Question
I would like to determine the feasibility of contracting for the fund-raising strategy planning and implementation of such a plan.

Answer:
The Bid/Host Society will determine this and will be assessed as part of the site selection process.

12) Question
I would like to determine if there are any “strings attached “ to the Federal/Provincial   capital contributions.

Answer:
Any “strings attached” are negotiated in the contribution agreements.  The Federal Government typically requires an environmental assessment.  Often the Province and more specifically the Municipality have restrictions on funds. 

13) Question
Have any past communities conducted a Fundraising Feasibility Study as a component of their bid? If so, are these documents available?

Answer:
This information should be submitted in the bid process.  Every community is different and as such is judged on its own merit.

14) Question
I have been provided information that CGC conducts Economic Impact Studies during the Canada Games. I found reference to this and the impact figures on the web site, as you had suggested, but I could not find any actual Study reports, including methodology.

Answer:
Please find attached the final economic impact studies for the 2005 and 2007 Games. These studies were prepared by the Canadian Sport Tourism Alliance using the STEAM model.
