Roles and Responsibilities

Sport and
Recreation Branch Core Functions
- Establish and implement systemic policy and
strategic plans for sport and physical activity
- Support a strong, self-sustaining
organizational infrastructure (through funding
to 2010 LegaciesNow Society)
- Develop and maintain strong inter- and
intra-government relations
- Support goals and strategies of the 2010
Vancouver Olympic and Paralympic Winter Games
- Establish standards of safety, ethical
behaviour, equity and access
- Develop effective accountability and
performance management measures
- Engender a culture that promotes
participation and excellence in sport and
physical activity
- Manage provincial interests in major sport
events supported by the British Columbia government.

Public Policy
The Sport and Recreation Branch develops and
implements policies that guide decision-making and
activities in respect to government’s priorities and
its involvement and interest in sport and physical
activity. The Branch also develops, guides or
promotes (on a strategic basis), ‘enabling’ policies
(e.g. for school districts, municipalities,
government ministries), that will enhance capacity
building in various settings, including communities,
schools, homes, workplaces and organized sport.

Strategic
Planning and Development
The Sport and Recreation Branch develops,
implements and partners in strategies to address
systemic issues and opportunities for sport and
physical activity. These strategies focus on the
settings in which sport and physical activity occur
– communities, schools, homes, workplaces and
organized sport.

Strategic
Alliances
The Sport and Recreation Branch develops and
maintains partnerships with other Ministries, orders
of government, stakeholders and the private sector
in order to align priorities and bring new resources
to British Columbia’s sport and physical activity system. These
strategic alliances also ensure that the interests
of British Columbia and its sport and physical
activity system are reflected in activities and
decision-making in other sectors (or orders of
government). Alliances include, but are not limited
to, federal-provincial/territorial committees, interprovincial and interministerial relations.

Accountability
Using outcome-based performance measurements, the
Branch provides oversight to funded agencies,
programs and Host Societies (in the case of
Provincially supported events) to ensure that
activities and decision-making is fiscally
responsible, consistent, transparent and accountable
to public policy, expectations, priorities and
standards.

Research and Information
The Sport and Recreation Branch compiles and
analyses relevant and consistent statistics and
research regarding sport and physical activity. This
work helps government and its stakeholders to:
- develop baseline and benchmark data
- develop performance measures and targets
- identify and monitor trends, issues and
opportunities
- identify best practices and jurisdictional
models that can be adopted or adapted in British
Columbia.

Social/Health, Economic and
Community Development
Through strategic alliances, positioning and
project activities, the Sport and Recreation Branch
promotes and aligns sport and physical activity with
broader social/health, economic and community
development goals and priorities. This work includes
working with other ministries, particularly the
Ministry of Health and Ministry of
Education, and other orders of government in order
to better integrate physical activity and sport into
broad public goals.

Access
By identifying specific target populations in
policy and strategic development, the Sport and
Recreation Branch aims to reduce barriers to
participation in sport and physical activity. Target
populations include, but are not limited
Aboriginals, persons with a disability, children and
youth, persons with limited or low income, at-risk
youth, and girls and women. Promoting physical
environments conducive to safer sport and physical
activity also improves access to sport and physical
activity opportunities.

2010 Vancouver Olympic and
Paralympic Winter Games
The Sport and Recreation Branch provides support
as required to ensure that government’s investment
in the Games is maximized and preserved, and that
the sport system in British Columbia benefits from
opportunities presented through hosting.

2010 Legacies Now Society Support
The Sport and Recreation Branch provides direct
support to 2010 Legacies Now. The Society
administers in excess of $8 million annually to the
sport and physical activity system on behalf of
government.

Ministry/Government Support
Through oral and written communications (e.g.
briefing notes, correspondence, issue notes, Cabinet
and Treasury Board submissions), the Sport and
Recreation Branch advises the Minister, Deputy
Minister, Assistant Deputy Minister, and other areas
of government (Public Affairs Branch, Corporate
Policy, 2010 Olympic and Paralympic Games
Secretariat and other ministries) on issues and
opportunities related to sport and physical
activity.
