Community Watershed Designations The purpose behind the designation of community watersheds is to protect drinking water in community watersheds from the impacts of multiple resource use such as logging, road building, recreation, agriculture, etc. Water licences are required prior to diverting and using surface water. Water Utilities (Certificates of Public Convenience and Necessity) Water utilities are providers of water services (i.e., person/business) who owns or operates equipment or facilities for the delivery of domestic water service to five (5) or more persons or to a corporation for compensation. Well Construction and Well Closure Reporting The Groundwater Regulation under the Water Act requires the proper construction, closure and abandonment of wells to prevent degradation of the resource.
